THESE ARE THE MINUTES OF A COMMON COUNCIL MEETING OF THE 27TH COMMON COUNCIL, HELD AT 7:45 P.M., TUESDAY, MARCH 4, 2008, IN THE COUNCIL CHAMBERS OF BROOKFIELD CITY HALL, 2000 N. CALHOUN ROAD, BROOKFIELD, WISCONSIN

ALDERMEN PRESENT: Scott Berg, Gary Mahkorn, Steve Ponto, Rick Owen, Christopher Blackburn, Bill Carnell, Lisa Mellone, Ron Balzer, Mark Nelson, Jim Garvens, Dan Sutton, Jerry Mellone, Mike Franz

ALDERMEN ABSENT & EXCUSED: Bob Reddin

Mayor Jeff Speaker called the Common Council to order at approximately 7:45 p.m.

Two people spoke during the 15 minute segment set aside for citizens to address the Council.

ElmBrook School Superintendent, Matt Gibson gave a briefing on the Referendum Proposal before the Electorate on April 1st.

There was also a presentation on the Guido Brink sculpture at the Brookfield Public Library.

The next Common Council meeting will be March 18.

Alan Nosbusch, Chairman of the Parks & Recreation Commission, presented Anna Mae Hurley a plaque commending her for 28 years of dedicated service to the City of Brookfield Parks & Recreation Department upon her retirement.

Alderman Lisa Mellone led the Council in the Pledge of Allegiance.


ACTIONS OF THE COMMON COUNCIL

CONSENT AGENDA

Alderman Ponto moved approval of the items on the Consent Agenda. The motion was seconded by Alderman Garvens and carried unanimously. Recorded as a roll call.

1) Minutes from the Regular Common Council meeting of February 19, 2008.

As recommended by the Finance Committee

2) Vouchers exceeding $50,000 requiring immediate action.

3) Request to deny claim of Patty Seramur.

4) Resolution approving 2008 budget amendment requested by the Director of Finance: increase Economic Development fund expenditure account 205-943-546 by $9,000 for purposes of funding economic development grant expenditures relative to Reserve Class B liquor license revenues. Resolution No. 7848-08*

5) Resolution approving General Fund budget amendments requested by the Director of Finance to implement the provisions of the 2008 salary ordinance, and adjust budgeted 2008 health insurance and retirement health savings costs. Resolution No. 7849-08*

6) Resolution approving Sewer and Water Utility fund budget amendments requested by the Director of Finance to implement the provisions of the 2008 salary ordinance, and adjust budgeted 2008 health insurance and retirement health savings costs. Resolution No. 7850-08*

7) Resolution approving Economic Development and Emergency Medical Services Training special revenue fund budget amendments requested by the Director of Finance to implement the provisions of the 2008 health insurance and retirement health savings costs. Resolution No. 7851-08*

8) Resolution approving Fleet Services fund budget amendments requested by the Director of Finance to implement the provisions of the 2008 salary ordinance and adjust budgeted 2008 health insurance and retirement health savings costs. Resolution No. 7852-08*

10) Temporary Class B Beer and Wine license: Immanuel Lutheran Church, 13445 Hampton Rd., for their Immanuel’s Auction Travels to Hollywood on March 8th from 6:30-11:00 p.m.

11) Temporary Class B Beer and Wine license: Milwaukee Demanchor held at St. John Vianney, 1755 N. Calhoun Rd., March 29th from 12:00 p.m. – 11:30 p.m. (Kommers Singing Competition).

12) Mayor’s Appointments:

a. Library Board: Stanley H. Fox – to fulfill the term of Gordon K. Miller exp. 7/1/09.

b. Civil Service Commission: John G. Dahms – to fulfill the current vacancy exp. 7/1/10.

John is the former Brookfield Fire Chief.

13) Resolution commending Anna Mae Hurley for 28 years of dedicated service to the City of Brookfield Parks, Recreation and Forestry Department upon her retirement. Resolution No. 7847-08*

Council As A Whole

15) Tabled at the Common Council meeting of February 19, 2008. Item #4 from the Plan Commission meeting from February 11, 2008 – Request of Metropolitan Development for approval of an amendment to the PDD General Plan and to schedule a public hearing to amend Ordinance #1956-04 to modify the Phase II building of “Brookfield Junction” located at 2848 N. Brookfield Road from a mixed retail/residential building to a residential building consisting of 34 dwelling units. The size, height, and location of the building remain the same. The original General Plan approved a first floor of 16,129 sq. ft. of retail and two floors of apartments, 22 total dwelling units. The approval of an amended PDD General Plan does not authorize any building construction.

Alderman Mahkorn moved to take the item off the table. The motion was seconded by Alderman Garvens and carried unanimously.

Alderman Berg moved to table the item again until Mr. Conley is ready to present the documents necessary for approval. The motion was seconded by Alderman Sutton and carried unanimously.


16) Tabled at the Common Council meeting of December 18, 2007. Item #3 from the Plan Review Board meeting of November 29, 2007 – Request of the Brookfield Public Library, 1900 N. Calhoun Rd., for an amendment to plan and method of operation to allow for relocation of the Guido Brink sculpture. The Plan Review Board approved the amendment subject to the sculpture being located on the north side of the Library. The Plan Commission approved the Review Board’s recommendation on December 10, 2007. The applicant proposed a location on the west side of the Library.

Alderman Mahkorn moved to take the item off the table. The motion was seconded by Alderman J. Mellone and carried unanimously.

Alderman Berg moved to amend the motion to move the sculpture to the west side of the Library (Calhoun Road). The amendment was seconded by Alderman Carnell and carried unanimously.

The motion as amended carried unanimously.

18) Alderman Ponto moved to adjourn. The motion was seconded by Alderman J. Mellone and carried unanimously. 9:00 p.m.
