THESE ARE THE MINUTES OF A COMMON COUNCIL MEETING OF THE 27TH COMMON COUNCIL, HELD AT 7:45 P.M., TUESDAY, NOVEMBER 6, 2007, IN THE COUNCIL CHAMBERS OF BROOKFIELD CITY HALL, 2000 N. CALHOUN ROAD, BROOKFIELD, WISCONSIN

 ALDERMEN PRESENT:  Scott Berg, Gary Mahkorn, Steve Ponto,  Rick Owen, Christopher Blackburn, Bill Carnell, Bob Reddin, Lisa Mellone, Ron Balzer, Mark Nelson, Jim Garvens, Dan Sutton, Jerry Mellone, Mike Franz

 

ALDERMEN ABSENT & EXCUSED:  None

 Mayor Jeff Speaker called the Common Council to order at approximately 8:00 p.m.   The next Common Council meeting will be November 20th.


 Five people spoke during the 15 minute segment set aside for citizens to address the Council regarding future Fire Station #3 located at the northwest corner of Calhoun Road and Greenfield Avenue, the addition of another building inspector position, and the introduction of new Waukesha County Supervisor Jim Heinrich.

 Boy Scout Troop 246 from Hillside Elementary School led the Council in the Pledge of Allegiance.


ACTIONS OF THE COMMON COUNCIL

Two public hearings were heard as follows:  (1) Request of Wimmer Communities, aka Georgetown Square Phase II for a rezoning, and (2) Request of City of Brookfield Zoning Code Amendment relating to recreational trails and transportation/pedestrian connections.  (Separate minutes were taken for the public hearings.)  8:12 – 9:14 p.m.

 CONSENT AGENDA

 Alderman Owen moved approval of the items on the Consent Agenda.  The motion was seconded by Alderman J. Mellone and carried unanimously.  Recorded as a roll call.

 1)         Minutes from the Regular Common Council meeting of October 16, 2007.

 Actions and recommendations of the Plan Commission minutes of October 22, 2007

2)         P.C. #1:   Request of City of Brookfield Dept. of Administration, 2000 N. Calhoun Rd., c/o Dean Marquardt, Director of Administration, for approval of a conditional use and revised plan and method of operation permitting the addition of a 1,149 sq. ft. colonnade on the east façade of the south wing of City Hall with attendant façade and site alterations.

 3)         Ordinance granting a conditional use for the purpose of permitting the addition of a 1,149 sq. ft. colonnade on the east façade of the south wing of City Hall, 2000 N. Calhoun Rd., with attendant façade and site alterations.  Ordinance No. 2109-07*

 As recommended by the Community Development Authority

 4)         Resolution accepting the report and recommendations of the Community Development Authority regarding the “Infrastructure and Cost of Investment/Benefit Analysis for the 124th Street and Capitol Drive Redevelopment Area”.  Also includes referral to Board of Public Works regarding improvements to 126th, 127th, and 128th Streets.  Resolution No. 7804-07*

 9)         Mayor’s Reappointment to Community Development Authority:  Roger Engelking, 4 year term expiring 11/20/11.

 10)       Cancellation of the January 1, 2008, Common Council meeting.

COUNCIL AS A WHOLE

 12)       The next item was the discussion of the possibility of having the School District of Elmbrook partner with the City of Brookfield in adding information to the city’s newsletter.

             The Council directed staff to meet with the Elmbrook School Board to discuss the possibility of inserting four pages to the city’s newsletter while addressing the cost sharing; disclaimer, separation of school district pages and City pages; and finally frequency of insertions concerns raised by the Council.


13)       Alderman Ponto moved approval of the Resolution authorizing the commencement of the negotiation process relative to the acquisition of the single family properties located at 17280 W. Greenfield Avenue, 1350 Adelmann Avenue, 1330 Adelmann Avenue, and 1335 S. Calhoun Road for the relocation of Fire Station #3, including the authorization for the proper City officials to make a written offer to the property owners and submit and carry out a State of Wisconsin relocation plan.  The motion was seconded by Alderman Berg and carried Ayes 9, Nays 5 with Aldermen Blackburn, Carnell, J. Mellone, L. Mellone and Sutton voting nay.  Resolution No. 7806-07*

 14)       Legislative Referrals and Request for Services: 

            a.         Alderman Owen referred to the Board of Public Works to update the City’s Stormwater Management Ordinance to incorporate provisions of DNR Code 151.

 15)       Alderman Sutton moved to adjourn.  The motion was seconded by Alderman Blackburn and carried unanimously.  10:30 p.m.
