Mayor Jeff Speaker called the Common Council to order at approximately 7:45 p.m. The next Common Council meeting will be June 19th .
Two people spoke during the 15 minute segment set aside for citizens to address the Council regarding the 124th Street and Lisbon Road Neighborhood Plan.
Alderman Dan Sutton led the Council in the Pledge of Allegiance.

Alderman Ponto moved approval of the items on the Consent Agenda, except for Item #22. The motion was seconded by Alderman Owen and carried unanimously. Recorded as a roll call.

2) P.C. #3: Simon Group Ltd for preliminary plat approval of Hill Park Estates, a 10 lot subdivision at 18250 and 18350 W. Burleigh Road.

22) Alderman Owen moved approval of the revised Right-of-Way Plat, Resolution of Necessity and Relocation Order for Calhoun Road from Bluemound Road to Greenfield Avenue. The motion was seconded by Alderman Berg and carried Ayes 11, Nays 3 with Aldermen Blackburn, L. Mellone and J. Mellone voting nay. Resolution No. 7753-07*
Actions and recommendations of the Plan Commission minutes of May 7, 2007
25) • P.C. #1: 124th Street and Lisbon Road Neighborhood Plan dated April 2007, including amendments adding the widening of 124th Street and possible vacation of unimproved sections of ruby Avenue between 127th Street and 128th Street and 128th Street between Congress Street and Ruby Avenue.
The Plan Commission recommended approval of the attached resolution and amendments and forward the amended neighborhood plan document to the Common Council for approval.
Alderman Mahkorn moved adoption of the Plan Commission recommendation. The motion was seconded by Alderman Owen and carried Ayes 13, Nays 1 with Alderman J. Mellone voting nay.
Mayor Speaker stated the Plan Commission should weigh in on road designs.
26) Alderman Mahkorn moved approval of the Resolution adopting the 124th Street and Lisbon Road Neighborhood Plan dated April 2007. The motion was seconded by Alderman Owen and carried Ayes 13, Nays 1 with Alderman J. Mellone voting nay. Resolution No. 7754-07*
27) • P.C. #4: Direction for staff and Plan Commission resource allocation for 2007-2008 for nodal plan preparation – “Northwest Gateway” (Gateway West Node) Targeted Intervention Areas (TIAs).
Non-unanimous vote from the Plan Commission (3-2).
The Plan Commission recommended to direct staff to study the Gateway West Node in 20072008.
Alderman Mahkorn moved adoption of the Plan Commission recommendation. The motion was seconded by Alderman Garvens and carried unanimously.
Council As A Whole

Legislative Referrals: Mayor Speaker
a. To the
appropriate Committee and/or staff to explore the possibility of a municipal
court consolidation with Menomonee Falls.
b. To the Board of
Public Works & Plan Commission to discuss the possibility of adding a flashing
yellow pedestrian crossing light at Norhardt Drive and North Avenue.
c. To the HR &
Public Safety Committee to review the Mayor’s recommendation to reallocate
personnel from the Public Works Department to the Police Department.
Alderman Mark Nelson
d. To Legislative and Licensing and Plan Commission to review the rules and regulations regarding deadlines/time periods for completion of development projects, and the enforcement tools available to the City for violations of said deadlines. Paying particular attention to multi-phase or multi-unit projects.
Alderman Dan Sutton
e. To the Board of Public Works to discuss and possibly take action, on the benefits to both the Common Council and the local business owners, to instruct staff to mark/stake the proposed roads and sidewalks in the 124th Street and Lisbon Road Neighborhood Plan area.
29) Alderman Ponto moved to adjourn. The motion was seconded by Alderman Mahkorn and carried unanimously. 9:20 p.m.
