THESE ARE THE MINUTES OF A REGULAR COMMON COUNCIL MEETING HELD AT 7:45 P.M., TUESDAY, SEPTEMBER 2, 2003, IN THE COUNCIL CHAMBERS OF BROOKFIELD CITY HALL, 2000 N. CALHOUN ROAD, BROOKFIELD, WISCONSIN

ALDERMEN PRESENT: Steven Ponto, Gary Mahkorn, Scott Berg, Richard Brunner, Cindy Kilkenny, Jerome Wolff, Thomas Schellinger, Jim Heinrich, Brad Steinke, Jack Shaw, Karl Schulz, Mike Franz, Kari Clappier

ALDERMEN ABSENT & EXCUSED: James Garvens

Mayor Jeff Speaker called the meeting of the Common Council to order at approximately 7:50 p.m. No one spoke during the 15 minute segment set aside for the citizens to address the Council.

Fire Chief John Dahms recognized six Wirth Park life guards who were involved in rescues at Wirth Park in August of 2002 (Sarah Davis), and August 2003 (Carolyn Hummer, Kristen Ziegler, Kyle True, Heather Kuntz, and Genna Hartmann). Family members accepted the recognition on behalf of the life guards who were away at school.


The next Common Council meeting is scheduled for September 16, 2003.

Alderman Clappier led the Common Council in the Pledge of Allegiance to the American Flag.


Alderman Heinrich moved approval of the Regular Common Council minutes of August 19, 2003. The motion was seconded by Alderman Kilkenny and carried unanimously.


ACTIONS OF THE COMMON COUNCIL

FINANCE COMMITTEE

There were no Vouchers exceeding $50,000 requiring immediate action for this Council meeting.


Alderman Schulz moved approval of the Request from the Fleet Maintenance Department to purchase a replacement Chipper with added package and warranty, from Vermeer-Wisconsin, Inc. for $25,986. The motion was seconded by Alderman Wolff and carried unanimously.


LEGISLATIVE & LICENSING COMMITTEE

Alderman Clappier moved approval of twelve Original Bartender Licenses (see Legislative and Licensing Agenda for individual names). The motion was seconded by Alderman Shaw and carried unanimously.


Alderman Clappier moved approval to grant a Class B liquor license to Papa Georgio's (Sgt. Pepperoni), 17495 W. Capitol Dr., George B. Wilson (owner). Expansion from Class B Malt. The motion was seconded by Alderman Shaw and carried unanimously.


Alderman Clappier moved approval to grant a Temporary Class B malt and wine license to St. Luke Congregation, 18000 W. Greenfield Ave., October 3rd from 3 p.m. to 11:30 p.m., and October 4th from 11:30 a.m. to 11:30 p.m. for their Fall Festival. The motion was seconded by Alderman Shaw and carried unanimously.


Alderman Clappier moved approval of the Application for a Temporary Class B malt license to Brookfield Central High School Baseball at Mitchell Park & Pavilion, 19805 W. Capitol Dr., September 13th, 12:00 Noon to 4 p.m. The motion was seconded by Alderman Shaw and carried unanimously.


PERSONNEL COMMITTEE

Alderman Ponto moved approval of the Resolution approving City-wide Employee Safety Standards. The motion was seconded by Alderman Wolff and carried unanimously. Resolution No. 7126-03*


Alderman Ponto moved approval of the Resolution approving the Labor Agreement between the City of Brookfield and the Wisconsin Professional Police Association (W.P.P.A.) Dispatchers and Clerical Unit, Local 315, commencing January 1, 2003, through December 31, 2005. The motion was seconded by Alderman Kilkenny and carried unanimously. Resolution No. 7127-03*


Alderman Ponto moved approval of the Resolution approving ICMA Retirement Corporation's Vantagecare program as the retirement health savings (RHS) program for certain City of Brookfield employees. The motion was seconded by Alderman Clappier and carried unanimously. Resolution No. 7128-03*


BOARD OF PUBLIC WORKS

Alderman Schulz moved approval of the Final Resolution amending Final Resolution #7079-03 levying special assessments against Century Investing Property Fund, Washington Drive Reconstruction Project #R-02-07, 15740 W. Capitol Dr., TKN BRC 1020-128. The motion was seconded by Alderman Heinrich and carried unanimously. Final Resolution No. 7129-03*


COUNCIL AS A WHOLE

Alderman Ponto moved approval of the Resolution certifying proposed library funding for purposes of exemption from Waukesha County library tax levy. The motion was seconded by Alderman Clappier and carried unanimously. Resolution No. 7130-03*


Alderman Ponto moved approval of the Proclamation proclaiming September 12-14, 2003, as "Team Up for Community Safety". The motion was seconded by Alderman Heinrich and carried unanimously.


Alderman Ponto moved approval of the Proclamation proclaiming Friday, October 31, 2003, as "Trick or Treat Day" from 5:00 – 7:30 p.m. The motion was seconded by Alderman Kilkenny and carried unanimously.


Alderman Ponto moved to adjourn. The motion was seconded by Alderman Heinrich and carried unanimously. 8:08 p.m.
