THESE ARE THE MINUTES OF A REGULAR COMMON COUNCIL MEETING HELD AT 7:45 P.M., TUESDAY, JANUARY 8, 2002, IN THE COUNCIL CHAMBERS OF BROOKFIELD CITY HALL, 2000 N. CALHOUN ROAD, BROOKFIELD, WISCONSIN

MAYOR KATHRYN BLOOMBERG IN THE CHAIR

ALDERMEN PRESENT: Daniel Waffenschmidt, Thomas Schellinger, Steven Ponto, Richard Brunner, Jim Garvens, Karl Schulz, Scott Berg, Kari Clappier, Michael Jakus, Gary Mahkorn, Jim Heinrich, Don Bauer, Howard Washechek

ALDERMEN ABSENT & EXCUSED: Brad Steinke

ALSO PRESENT: City Attorney Sue Schalig, Deputy City Clerk Renee Tadych, Director of Finance Robert Scott, Director of Public Works Tom Grisa, Director of Community Development Dan Ertl, Fire Chief John Dahms, Chief of Staff Dean Marquardt, Director of Parks & Recreation Bill Kolstad, Special Legal Counsel Susan Marguet, Ken Younker and Phil Evenson of Southeastern Wisconsin Regional Planning Commission


Mayor Bloomberg called the meeting of the Common Council to order at approximately 8:31 p.m. (The Finance Committee adjourned at 8:15 p.m. and a public hearing was heard regarding an amendment to the Zoning Code regarding the Regional Flood Fringe District.)


No citizen wished to speak during the 15 minute public speaking segment.


Ken Younker, Assistant Director of Southeastern Wisconsin Regional Planning Commission, made a PowerPoint presentation regarding the Freeway System Reconstruction Study (concluded at 9:15 p.m.) No action was taken.

The next Common Council meeting will be January 22, 2002.


Alderman Jim Garvens led the Council in the Pledge of Allegiance to the American Flag.


Alderman Waffenschmidt moved approval of the Regular Common Council minutes of December 18, 2001. The motion was seconded by Alderman Brunner and carried unanimously.


ACTIONS OF THE COMMON COUNCIL

FINANCE COMMITTEE - Alderman Garvens, Chairman

Alderman Garvens moved approval of the Vouchers exceeding $50,000 requiring immediate action. The motion was seconded by Alderman Heinrich and carried unanimously.


Alderman Garvens moved approval of the Resolution approving Reimbursement Agreement, Lease and Management Agreement, Termination of Ground Lease Agreement and Memorandum of Lease/Declaration of Use Restrictions between the City of Brookfield and Sharon Lynne Wilson Center for the Arts, Inc. The motion was seconded by Alderman Schulz and carried unanimously. Resolution No. 6848*


Alderman Garvens moved approval of the Resolution rescinding 2001/02 property taxes on personal property account #3460, in the amount of $19,045.77. The motion was seconded by Alderman Schulz and carried unanimously. Resolution No. 6849*


COUNCIL AS A WHOLE

Alderman Jakus moved approval of five Original Bartender Licenses. The motion was seconded by Alderman Schulz and carried unanimously.


Alderman Jakus moved approval of the Original Class B Beer and Liquor License for Grandview Mgt. Inc., d/b/a Ellen's Prestige Catering located at the Sharon Lynne Wilson Center for the Arts, 19805 W. Capitol Drive; Agent-Ellen Zilli. The motion was seconded by Alderman Mahkorn and carried unanimously.


Alderman Jakus moved approval of the Resolution to apply for a Municipal Flood Control Grant. The motion was seconded by Alderman Schulz and carried unanimously. Resolution No. 6850*


The next item was the Resolution of support for the 21st Century Vision for Waukesha County, which included a presentation by Mayor Bloomberg and Phil Evenson, the Executive Director of Southeastern Wisconsin Regional Planning Commission. (Handouts may be viewed in the City Clerk's Office.) After discussion and questions, Alderman Clappier moved to table the Resolution until the next meeting on January 22, 2002. The motion was seconded by Alderman Ponto and carried unanimously.

This was later considered at the meeting of January 22, 2002.


Alderman Garvens moved to adjourn. The motion was seconded by Alderman Waffenschmidt and carried unanimously. 10:30 p.m.
