THESE ARE THE MINUTES OF A REGULAR COMMON COUNCIL MEETING HELD AT 7:45 P.M., TUESDAY, DECEMBER 5, 2000, IN THE COUNCIL CHAMBERS OF BROOKFIELD CITY HALL, 2000 N. CALHOUN ROAD, BROOKFIELD, WISCONSIN

MAYOR KATHRYN BLOOMBERG IN THE CHAIR

ALDERMEN PRESENT: Gary Mahkorn, Jim Heinrich, Michael Jakus, Daniel Waffenschmidt, Richard Brunner, Thomas Schellinger, Scott Berg, Kari Clappier, Brad Steinke, Howard Washechek, Steven Ponto, Karl Schulz, Don Bauer

ALDERMEN EXCUSED OR ABSENT: James Garvens

Mayor Bloomberg called the meeting of the Common Council to order at approximately 8:00 p.m. Mayor Bloomberg, Council President Mike Jakus, Director of Public Works Tom Grisa, City Engineer Mike Einweck and Alderman Karl Schulz commended Art Zabel, Public Works Inspector Supervisor, for 25 years of service to the City of Brookfield. She also commended Police Officer Michael Franz for 25 years of service to the City of Brookfield Police Department.


Alderman Heinrich led the Council in the Pledge of Allegiance to the American Flag.


Alderman Waffenschmidt moved approval of the Regular Common Council minutes of November 21, 2000. The motion was seconded by Alderman Bauer and carried unanimously.


ACTIONS OF THE COMMON COUNCIL

PLAN COMMISSION

Alderman Schulz moved approval of the Plan Commission's actions and recommendations as represented in the Regular Plan Commission minutes of November 27. The motion was seconded by Alderman Jakus and carried with Alderman Schellinger and Alderman Clappier voting no.


FINANCE COMMITTEE - Alderman Schulz, Acting Chairman in the absence of Ald. Garvens

Alderman Schulz moved approval of the Vouchers exceeding $50,000 requiring immediate action. The motion was seconded by Alderman Heinrich and carried unanimously.


Alderman Schulz moved approval of the Resolution approving the purchase of the property owned by CMC Heartland Partners, located at 19450 Riverview Drive, for a purchase price of $62,500, and a total project cost of $67,800; includes a transfer of funds from the Contingency Fund account #101-910-590 to the Land Purchase account #101-949-550, for purposes of funding the property purchase and related costs. The motion was seconded by Alderman Washechek and carried unanimously. Resolution No. 6673*


Alderman Schulz moved approval of the Resolution authorizing issuance of General Obligation Promissory Notes (equipment note) to Waukesha County for Trunked Radio System (800 MHz radio equipment) for $523,891. The motion was seconded by Alderman Heinrich and carried unanimously. Resolution No. 6674*


LEGISLATIVE AND LICENSING COMMITTEE - Alderman Jakus, Alderman

Alderman Jakus moved approval of four original bartender licenses and denial of one original bartender license. The motion was seconded by Alderman Mahkorn and carried unanimously.


Alderman Jakus moved to remove from the table and approve two (tabled) bartender licenses. The motion was seconded by Alderman Mahkorn and carried unanimously.


Alderman Jakus stated that the Legislative and Licensing Committee tabled the Ordinance regulating exotic and wild animals and to send it back to the City Attorney's office for further refinement. (No action taken.)


PERSONNEL COMMITTEE - Alderman Ponto, Chairman

Alderman Ponto moved approval of the Resolution approving the amendment to the City Flexible Benefit Plan, raising the annual medical contribution limit to $3,000. The motion was seconded by Alderman Washechek and carried unanimously. Resolution No. 6675*


Alderman Ponto moved approval of the Resolution appointing the correct Long Term Disability Insurance carrier National Insurance Services of Wisconsin, Schools Insurance Fund, for 2001 plan year, due to an administrative error. The motion was seconded by Alderman Washechek and carried unanimously. Resolution No. 6676*


Alderman Ponto moved to adopt the Ordinance establishing salaries of non-union administrative personnel for the year 2001, with the amendment to add a 1% merit increase to the position of Assistant to Mayor. The motion was seconded by Alderman Washechek. A roll call vote was taken and carried unanimously. Ordinance No. 1771*


Alderman Ponto moved approval of the Resolution approving employee bonuses. The motion was seconded by Alderman Washechek and carried unanimously. Resolution No. 6677*


COUNCIL AS A WHOLE

Alderman Jakus moved approval of the Resolution approving the Joint Powers Agreements for the County 911 Emergency System between the Village of Elm Grove, Waukesha County and the City of Brookfield. The motion was seconded by Alderman Waffenschmidt and carried unanimously. Resolution No. 6678*


Alderman Jakus moved approval of the Resolution commending Police Officer Michael W. Franz for his 25 years of dedicated service to the City of Brookfield Police Department. The motion was seconded by Alderman Washechek and carried unanimously. Resolution No. 6672*

Officer Franz grew tired of retirement and was elected 7th District Alderman in April, 2002.


Alderman Jakus moved approval of the Resolution commending Art Zabel for his 25 years of dedicated service to the City of Brookfield Public Works Inspection Division. The motion was seconded by Alderman Schulz and carried unanimously. Resolution No. 6671*


Alderman Jakus moved approval of the Appointment of Pollworkers. The motion was seconded by Alderman Heinrich and carried unanimously.


Alderman Washechek moved to adjourn. The motion was seconded by Alderman Ponto and carried unanimously. 9:05 p.m.
