April 6,
2004 - Election night, Shire subdivision moratorium, killed mosquitoes,
approved land swap to facilitate Fountain Square.

16, 2004 - Approved Fountain Square, Approved Brookfield Junction,
Approved The Shire, approved purchase of equipment to televise Council
meetings, approval of water main through Pilgrim Meadows/Sky Cliff/Ridge
Lane.

2004 - Commendations to long time city employees David Golner, James
Dwyer and Thomas Hudock, creation of new Director of Administration
position, appointment of Dean Marquardt to new position.
February
17, 2004 - Approval of public hearing for Deer Creek development, moved
money around to pay for stuff, referred leaf burning to a referendum,
discussion on buying and on Blue Mound Road.

2004 - Public hearing on Brookfield Junction, resident comments on Shire
subdivision, accepted grant to make bathrooms in City Hall ADA
(disability) compliant, multiple committee appointments, created
subcommittee on city staff reorganization

20, 2004 - Recognized gift of thermal imager for Fire Department,
authorized library purchases, bought road salt, bought squad cars,
re-authorized Gypsy Moth control program, accepted water and sewer
mains.
January 6, 2004 – Approved routine budget transfers and payments, raised
building fees, dog license fee, false alarm fee, made appointment to
CVB.
December 16, 2003 – Approved routine budget adjustments, raised
municipal judges salary, raised Alderman’s salary, commended Thomas
Garon for 35 years of service, appointed EDC
members.
December 2, 2003 – Approved routine contracts and purchases for 2004,
modified leaf burning ordinance, appointed interim Chief of Staff and
chartered a study group for the position,
appointed citizen members of various committees.
November 18, 2003 – Passed 2004 budget, passed 2004 position ordinance,
passed 2004 tax levy, selected worker’s compensation insurance carrier,
restricted parking on 166th Street, accepted master right of way road
map, withdrew motion to terminate Chief of Staff, approved joint powers
911 agreement.
November 4, 2003 – Recognized Don Wiberg for
40 years of service on the Park’s & Recreation Commission, accepted
grant to purchase new fireman’s gear,
continued city’s self-insured health plan, squandered found money
on salary increases for managers.
October 21, 2003 – Recognized guests from Offenbach County Germany,
approved changes to Capitol Heights landscaping, changed municipal
judge’s term from 2 years to 4 years, adopted new information technology
usage policy, awarded various construction contracts, reappointed plan
commissioner.
October 7, 2003 – Approved televising Council meetings, approved fire
department participation in MABAS emergency response system.
September 16, 2003 – Report on Wilson Art Center, Approved Georgetown
Square, presentation by televising task force, set the District 4 voting
place, denied paying legal bills for Officer Prusak.
September 2, 2003 – Recognition of swimming pool lifeguards who
performed rescues in August 2002 and August 2003, adopted safety code
for city employees, set Trick or Treat Day as Friday, October 31, 2003.
August 19, 2003 - Reorganized police department management positions,
changed winter ice control (road salt) policy, appointed member of
Police & Fire Commission
July 15, 2003 - Moved power to approve plats from Plan Commission to
Council, approved RV ordinance
June 17, 2003 -Create task force to study televising meetings, numerous
technical corrections to zoning map, authorize treating for mosquitoes,
authorize borrowing limit for 2004, numerous public works projects
authorized.
June 3, 2003 - Resolved not to televise meetings for an undefined
period, accepted the audited 2002 financial report, sent a resolution to
the state legislature to not freeze property taxes, appointments to CVB.
May 20, 2003 - Revised fees for developers, approved construction of
soccer field at Brookfield East high School, authorized borrowing of
$4.8 million for capital improvement projects, approved fireworks at
Westmoor Country Club, reconsidered appointments to Convention and
Visitor's Bureau
May 6, 2003 - Fireworks over fireworks at Westmoor Country Club,
appointments to Convention and Visitor's Bureau,
April 15, 2003 - Authorize Wisconsin Web Offset to have Peeling Paint,
rejected extension of Robinwood Drive, authorized placement of soda
machines in city parks, lots of public works contract awards (it's
road construction season!)
April 1, 2003 - Gutted the sprinkler ordinance, accepted an agreement
for changes to Capitol Drive, direction to staff to transfer certain
powers from the Plan Commission to the Common Council.
March 18, 2003 - Appointed citizen members of three committees, approved
Woodberry Village on Capitol Drive, approved Capitol Plaza East,
reorganized fleet manager position, approved sidewalk inspection policy.
March 4, 2003 - Bought chemicals for the sewage plant, rejected bids for
skate park, bought land to widen Calhoun Road.
February 18, 2003 - Public hearing on Woodberry Village, allow telephone
attendance to council meetings, funded employee retirements, bought some
library books
February 4, 2003 - Named Voigt Park, Capitol Heights Approval.
January 21, 2003 - Civics lesson on Plan Commission powers, Used sewer
reserves to pay pension debt, bought new water meters, bought road salt,
Killed some gypsy moths, bought a house to build a pond, recognized long
time employees
January 7, 2003 - Accepted grant for firefighting gear, appointed
committee members.
December 17, 2002 - Skate park approval, new road map near Martin Drive,
raised sewer rates, recognized former Alderman Dan Waffenschmidt.
December 3, 2002 - Sister City selection, approved Greenfield Avenue
agreement, purchased new water chlorinator system, routine appointments.
November 19, 2002 - Approved 2003 budget, approved position ordinance,
raised license fees (you have to read that one!), changed to a self
funded health insurance plan, set guidelines for salaries for 2003,
approved position ordinance, sold a city owned lot.
October 15, 2002 - Approved Legion Post on 124th Street, approved Mt.
Zion cell towers, selected Virchow-Krause as auditors, approved new fire
truck, approved higher ambulance fees, tabled teleconferencing for
council meetings.
October 1, 2002 - Approved Brookfield Lutheran parking lot renovation,
approved combined emergency dispatch, approved police union contract,
approved illumination ordinance, approved public works garage storage
building

September 17, 2002 - Approval of Mt. Zion cell phone tower, approval of
Culver's Custard on 124 St., approval of streambank
stabilization project, designation of Trick or Treat times for
Halloween, Aldermanic committee appointments
September 3, 2002 - Reconsideration of Woodberry Court approval,
separation agreement with Police Captain Turner
August 20, 2002 - Appointed Cindy Kilkenny alderman, placed proposed
Executive Drive extension on city map, acted on Glen Kerry fence,
authorized another police dispatcher position, discussed several
personnel related matters
July 16, 2002 - Skateboard comments, Waffenschmidt appointed Chief of
Staff, Budget cuts made
June 18, 2002 - Penno appointed to EDC
June 4, 2002 - Bought some computers, tabled Dave Penno appointment
May 21, 2002 - Roundabout was killed, Appointed Dean Marquardt to the
newly created position of Director of Facilities and Inspection Services
May 7, 2002 - Appointed committees, Prioritized strategic plan
April 16, 2002 - Inauguration night, Drama electing a council President,
approval of high density housing at Towne Center.
