2004 Election

Summary

This page is a bit long winded, but it has a lot of technical information about the 2004 spring election that is usually found only in the City Clerk's office.

This was the second election under the system started in 2002 of having alderman serving four year terms with half of them up for election every two years. These seats are called the "class II" seats and will be up in 2004, 2008, 2012, etc.  There is no difference in the authority granted to the two classes.

The following map shows the city's aldermanic districts in different colors. The dark lines are the ward boundaries, but they are a bit difficult to see in such a small picture.

If you want to see the map for district 5 only, see: District 5 Map

This was truly a stunning upset victory.  Ron Balzer dropped out of the race about three weeks before the election for personal reasons, supposedly leaving Ald. Shaw unopposed.

Both Blackburn and Clappier live in ward 18, which Blackburn won.

Ward 19 is adjacent to the proposed subdivision, The Shire, which is adjacent a superfund landfill site.  It is clear that a large number of ward 19 residents were upset about Ald. Clappier's vote to approve The Shire and voted against her.  Ward 19 also includes the Hawk's Ridge subdivision who were denied an extension of Robinwood Drive to Calhoun Road, which Ald. Clappier opposed at the meeting of April 15, 2003.

See: Council Minutes of April 15, 2003

Ald. Clappier was first elected in 2000.

Ald. Blackburn is Ald. Berg's former neighbor and campaign treasurer.
